Monroe is from the Kiowa tribe of Oklahoma. He was born in 1952. He married Johanna and they have two children, Fawn and Melissa. They have eight grandchildren and one great-grandson.

He graduated from Riverside Indian School in 1971 in Anadarko, Oklahoma. He went on to graduate from Southwestern Oklahoma State University with a BAE degree. Monroe also graduated from the University of Oklahoma with a mater of Education in 2006. Additionally, he studied at SMU and graduated with COSS.

Monroe has worked for 46 years in Education teaching at multiple facilities including three different public schools. He was the director of Education at Wichita and Affiliated Tribes of Oklahoma and also taught at Riverside Indian School in Oklahoma.

Currently, Monroe is an Oklahoman Indian Missionary Conference minister and has also pastored three churches, Cedar Creek UMC, Huntinghorse UMC and Little Washita UMC.

Monroe has been recognized for multiple awards including, Emphasis on Native American arts shows and contest. 1978 – 1st place, American Exposition Indian Fair, Anadarko, Oklahoma. Noble County Fair, numerous 1st place awards. Tri-county free fair numerous 1st place awards. 1990 Teacher of the Year, Frontier public school. 1998 Teacher of the year candidate, Lawton Public Schools. 2024 Southern Plains Indian Museum, One man show of artwork.
Currently, Monroe serves as Kiowa Tribe and Huntinghorse Art Show Chairman. Red Wolf Community Center, Carnegie, Oklahoma.
